The City of Regina’s Landfill is located on Fleet Street, north of McDonald Street in the city’s northeast quadrant.

The Landfill accepts a range of materials, including commercial and resident waste, some special wastes (with appropriate permits), soil materials from excavations and recoverable materials such as concrete, asphalt and appliances. Below is a table of the applicable landfill fees. The Landfill accepts cash, debit, Visa and MasterCard. All commercial customers disposing of waste must follow the Landfill Tipping Area Policy.

Please ensure the garbage you are taking to the Landfill is properly secured and tarped, or you may be fined $50 according to the Clean Property Bylaw.

Large volume customers may qualify for a charge account. Users will need to complete the Landfill Site Use Application Form and Application for Credit. If credit is approved, customers receive monthly invoices showing site usage. Credit terms are detailed on the application. Application for credit does not guarantee credit approval.

Stoves, fridges, ovens and other scrap metal are recycled at the City’s Landfill through the White Metal Goods and Scrap Metal Program. Freon gas is extracted from refrigerators, freezers, etc. and the scrap metal is sold to a local company. Annually, the White Metal Goods Recycling program has recycled over 1,000 tonnes of material.

The City of Regina requires a Special Waste Disposal Permit to accompany all types of Special Waste including asbestos, potentially contaminated soil, animal carcasses or other materials deemed as such.

The Landfill accepts asbestos and other special waste material during the hours of 8 a.m. to 12 p.m., Tuesday to Friday, weather permitting, unless otherwise arranged with the Landfill Operations staff.

Permit Application and Process

The City of Regina reserves the right to limit or refuse the acceptance of any Special Waste.

An approved Special Waste Disposal Permit does not meet the requirements for a shipping manifest in accordance with the Transportation of Dangerous Goods Regulations. Where required, by provincial or federal legislation, manifests and shipping documents must be completed separately.For more information, refer to The Hazardous Substances and Waste Dangerous Goods Regulations and The Transportation of Dangerous Goods Regulation.

Delivery/Disposal

Asbestos and other special waste materials must be secured and handled in accordance with all applicable current regulations and policies.The asbestos waste load must be free of all garbage and other waste or it will be rejected. All loads are subject to inspection.The customer is responsible for the transportation and offloading of the special waste. The unloading of asbestos shall only take place in the presence and under the direction of a Landfill Operator to ensure that no loose asbestos or broken bags are unloaded and no airborne particulate are generated.If the wind speed is greater than 20 km/hr and/or other inclement weather conditions exist, the Landfill Operations staff has the right to refuse delivery due to unsafe disposal conditions. Please follow all instructions of the Landfill Operations staff while disposing of special waste.

Can asbestos be disposed of at the Landfill?Yes, however a special waste permit must first be acquired. Please follow the steps above to dispose of asbestos at the Landfill.

Can a customer mix garbage/regular waste in with an asbestos load?No, the asbestos waste load must be free of all garbage and other waste or it will be rejected. All loads are subject to inspection.

How should asbestos be contained/wrapped/bagged for disposal at the Landfill?Failure to comply with these practices will result in an asbestos load being rejected:

Sealed drums are not acceptable asbestos waste containers. For more information on how to accommodate abnormal loads, contact [email protected]. How long will it take for a Special Waste Disposal Permit application to be processed? All applications will be reviewed within two business days. Following approval the applicant must contact Landfill Operations and set up a disposal time. Disposal times are subject to weather and operations availability.

How long is my Special Waste Disposal Permit valid for? Once a customer has received an approved Special Waste Disposal Permit, it is valid for two weeks from the approval date. Any time the material type changes (friable asbestos to non-friable asbestos) or the source changes a new permit is required.

Can my application be denied?Yes, if a customer’s permit is denied it will be accompanied with the reason for denial. It is important to note that the City of Regina reserves the right to limit or refuse the acceptance of asbestos and other special wastes. Contact [email protected] regarding any denial inquiries.

What are the reasons that an asbestos load may be rejected?

What happens if my load is rejected at the Landfill?If an asbestos load is rejected for issues arising from an unacceptable load, the approved permit will be void. Correct the issue and then contact [email protected] for further instructions and/or to re-apply for another permit. The customer must go through the Special Waste Disposal Permit process again.

If the load is rejected due to weather conditions, the Landfill staff may re-schedule disposal with the customer once they have been informed of the load rejection. If the Landfill has not re-scheduled a time, the customer must contact the Landfill by phone to re-schedule disposal. You will not need to re-apply for a permit after a rejection due to weather conditions unless your permit has expired.

Why does the Landfill require a customer to provide at least 24-hour notice/call back prior to disposing of asbestos?Due to asbestos posing a hazard to human health, it is dependent on weather conditions, disposal site conditions and available qualified Landfill operators. Therefore, asbestos disposal must be scheduled with the Landfill and a 24-hour notice of disposal must be given in order for the Landfill to prepare the asbestos disposal site and to ensure the safety of all persons involved in the disposal process.

How should a customer transport their asbestos load? It is the customer’s responsibility to transport and offload asbestos waste to and at the Landfill.

Are there any (other) safety protocols that a customer should follow? Due to safety risks all customers must wear high visibility vests, hard hats and steel-toed safety boots when depositing asbestos at the Landfill.

Analytical Requirements

Potentially Contaminated SoilThe Landfill does not accept contaminated soil. Test results confirming the material is not contaminated are required. The minimum tests required are leachable metals, total hydrocarbons (F1-F4), total benzene, toluene, ethylbenzene and xylenes (BTEX), pH, flashpoint, arsenic (inorganic), chloride, hexavalent chromium, mercury (inorganic), polychlorinated biphenyls, total chromium and polycyclic aromatic hydrocarbons. Test results must be from a Canadian Association for Laboratory Accreditation (CALA) accredited laboratory and submitted in pdf format. One sample must be taken every 500 cubic metres of soil.
